Negeri Sembilan Royal Under 17 Cricket Challenge
Playing Conditions 2012

Qualification

The competition is opened to all teams invited by the NSSSC.

Laws of Cricket

The Standard One Day ICC match playing conditions and the Laws of Cricket (2000 Code 4th Edition - 2010) shall apply except as varied below.

Note: All references to ‘Governing Body’ within the Laws of Cricket shall be replaced by ‘Match Referee’ or in their absence, the Match Umpires.

Registration of Players for the Competition

All players participating in the Competition must be registered. Twelve players shall be registered by any team and unregistered players shall not be allowed to participate in the competition. Any team found to have played with unregistered players in any particular match shall forfeit maximum points to the opposing team.
Players must be under or at 17 years of age or born in 1995 of after that.
Players shall not register for more than one team.
Each team shall submit the list of players to the Organising Committee two weeks before the commencement of the competition.         
The Competitions Committee shall circulate a complete list of all registered players to the participating teams.

Registration of Players for a match

Not less than half an hour before the SCHEDULED commencement of a match, each team shall submit to the Umpires a team list of up to 12 players, including the reserves, drawn from the players already registered to play for that particular team.

If a player who has been nominated to play does not turn up within 15 minutes from start of play, the nominated substitute (9th man) will take his place for both batting and fielding sides.

Participation Fee and Match Expenses

There will be no participation fee for all teams.
All match expenses (ground fee, umpires & scorers fee and cricket balls) shall be borne by the Organisers.



Mode of Competition / Format / Fixtures

The mode of the competition will be based on the number of teams participating and will be decided after the closing date.
The fixtures will be drawn out by the Organising Committee.
  1. Each game to be played between two teams of eight players.
  2. A game consists of a maximum of 14 six balls over bowled by each side.
  3. A team may not declare its innings closed.
  4. Each member of the fielding side except for the wicketkeeper shall bowl.
  5. The nominated wicketkeeper shall not be allowed to bowl. Wicketkeeper must be nominated before the start of play and shall be fully equip.
  6. There are no limitations for the bowler’s run-up.
  7. Boundaries
·         4 runs scored as normal
·         8 runs scored for any ball passing over the boundary on the full. (six)
  1. Batting
When a batsmen reaches a score of 30 and above, he will have to retire and only be allowed to come back in after all the other wickets have fallen down.

Cricket Balls

The Organising Committee will provide the cricket balls that are to be used in the matches. Only white balls will be used in this tournament.

The Umpires / Scorers

The Organising Committee will appoint the Umpires and Scorers for all matches.

Score sheets and Match Reports

The results in the score-sheet/ score books shall be attested by the Scorers, Umpires and Captains.

 Length of Innings

 Uninterrupted Matches.

a)   Each team shall bat for 14 overs unless all out earlier.

b)   If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first innings, play shall continue until the required number of overs has been bowled. The interval shall not be extended and the second session shall commence at the schedule time. The team batting second shall be limited to the same number of overs bowled by it, at the scheduled time for cessation of the first session. The over in progress at the scheduled time shall count as a completed over.
c)   If the team fielding second fails to bowl 14 overs by the scheduled cessation time, the hours of play shall be extended until the required number of overs has been bowled or a result is achieved.

 Delayed or Interrupted Matches

a)   Delay or Interruption to the Innings of the Team Batting First

(i)   When playing time has been lost the revised number of overs to be bowled in the match shall be based on a rate of 4.20 minutes per over, or 14.28 overs per hour which is inclusive of the provision of drinks intervals, in the total remaining time available for play.

(ii)  The revision of the number of overs should ensure, whenever possible, that both teams have the opportunity of batting for the same number of overs. The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs. To constitute a match, a minimum of 6 overs have to be bowled to the side batting second, subject to the innings not being completed earlier.

(iii) If the team fielding first fails to bowl the revised number of overs by the specified time, play shall continue until the required number of overs has been bowled or the innings is completed.

(v)  Should calculations regarding numbers of overs result in a fraction of an over, the   fraction shall be ignored.

(vi)   Penalties shall apply for slow over rates (refer to MCA Code of Conduct). Any untoward delay by either the batting or the fielding side shall see that the captains be penalised. Upon the report from the Umpires and Match Referees, if the Organising Committee is satisfied that the team has delayed in their innings therefore the Captain shall be suspended (one) the immediate (following) match.

b)    Delay or Interruption to the innings of the Team Batting Second

(i)   When playing time has been lost and, as a result, it is not possible for the team batting second to have the opportunity of receiving its allocated, or revised allocation of overs in the playing time available, the number of overs shall be reduced at a rate of of 4.20 minutes per over, or 14.28 overs per hour, which is inclusive of the provision of drinks intervals, in respect of the lost playing time. Should the calculations result in a fraction of an over the fraction shall be ignored.

(ii)  In addition, should the innings of the team batting first have been completed prior to the scheduled, or re-scheduled time for the commencement of the interval, then any calculation relating to the revision of overs shall not be effective until an amount of time equivalent to that by which the second innings started early has elapsed.

  (iii) To constitute a match, a minimum of 6 overs have to be bowled to the team batting    second subject to the innings not being completed earlier.

(iv)   The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs.

(v)     A fixed time will be specified for the close of play by applying a rate of 14.28 overs per hour. With the exception of drinks intervals, the timing and duration of all relative delays, extensions in playing hours and interruptions in play, will be taken into consideration in specifying this time.

(vi)    If the team fielding second fails to bowl the revised overs by the scheduled or re-scheduled close of play, the hours of play shall be extended until the overs have been bowled or a result achieved.

 Extra Time

No extra time shall be added where the start of play is delayed or play is suspended.



Intervals for drinks

No drinks breaks per session shall be permitted. This provision shall be strictly observed except that under conditions of extreme heat the umpires may permit intervals for drinks.

An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the umpires. Any player taking drinks onto the field shall be dressed in proper cricket attire.

Start and Cessation Times

 A Tie
 If the scores are equal, the result shall be a tie and no account shall be taken of the number of wickets which have fallen.

 Prematurely Terminated Matches

1.  Calculation of the Target Score in interrupted Matches

If, due to suspension of play after the start of the match, the number of overs in the innings of either team has to be revised to a lesser number than originally allotted (minimum of 6 overs), then a revised target score (to win) should be set for the number of overs which the team batting second will have the opportunity of facing. The target set will always be a whole number and one run less will constitute a Tie. It is based on the run rate per over.

In the event of teams finishing on equal points, the right to play in the final match or series will be determined as follows:

•   The team with the most number of wins
•   If still equal, the team with wins over the other team(s) who are equal on points and have the same number of wins
•    If still equal, the team with the highest net run rate
     In a match declared as no result, run rate is not applicable.

Power Play
In circumstances when the number of overs of the batting team is reduced, the number of field restriction overs shall be reduced in accordance with the table below.

1.     Six overs powerplay will beenforced during this tournament where during the powerplay, only two fielders are allowed to be out of the 30 yards circle.

2.     Each Powerplay Overs must commence at the start of an over.

3.     If play is interrupted during the Powerplay and on resumption the overs required to be bowled in that Powerplay have already been exceeded, then subsequent Powerplay(s) will assume to have been taken consecutively up to that point.

4.     If play is interrupted during a Powerplay and on resumption the total number of Powerplay overs has already been exceeded, then the fielding restrictions will be lifted immediately. Note that this is the only circumstance under which the Powerplay status can be changed during an over.

5.     In the event of an infringement of any of the above fielding restrictions, the square leg umpire shall call and signal ‘No Ball’.



NO BALL

Mode of delivery

The bowler may not deliver the ball underarm. If a bowler bowls a ball underarm the umpire shall call and signal no ball and immediately call dead ball and the ball is to be re-bowled overarm.
           
Free hit after foot-fault no ball
           
The delivery following a no ball called for a foot fault shall be a free hit for           delivery for whichever batsman is facing it. If the delivery for the free hit is not a legitimate delivery (any kind of no ball or a wide), then the next delivery will become a free hit for whichever batsman is facing it.

For any free hit, neither batsman shall be dismissed under any of the Laws, even if the delivery is called a wide ball except by;

            A)        Handled the ball (Law 33)
            B)        Hit the ball twice (Law 34)
            C)        Obstructing the field (Law 37)
            D)        Run out (Law 38)

Field changes are not permitted for free hit deliveries unless there is a change of striker.
         
WALKOVER OR FORFEITURE OF MATCH

A team giving a walkover or forfeiting a match shall be guilty of an infringement and shall be fined RM500/-. In addition, The Competitions Committee may take any further action it shall deem fit.

GOOD BEHAVIOUR & DISCIPLINE BY PLAYERS AND OFFICIALS
     1     The game of cricket has long been known to produce the highest levels of conduct and sportsmanship.  Players (Law 42.13) and officials are reminded that they must be capable of exercising self-discipline, without the need for administrators enforcing codes of behaviour. Besides, Captains are responsible at all times for ensuring that play is conducted within the spirit of the game as well as within the Laws (Law 42.1).

     2     Any form of indiscipline that will tantamount to bringing the game to disrepute should be reported by the umpires. The Umpires shall inform the Organising Committee in writing within an hour after the completion of the match. The Organising Committee, after receiving the report from the officials concerned, shall forward to the Organising Disciplinary Committee for their action.

     3     Disciplinary action can be taken against the player, team or the officials.

ATTIRE
All players should be in coloured attires during matches. Umpires shall be authorised to instruct any player not conforming to the dress code to leave the field of play.  Such player shall be permitted to continue to play if he returns properly attired. In the incident of two playing teams wearing the same coloured attire, the home team (team mention first in the score sheet) will have the advantage to choose.

DISPUTES AND APPEALS
Any dispute relating to the competition shall be submitted in writing. It should be addressed to the Organising Chairman with the sum of RM300/- to be handed within 24 hours of the dispute arising. The Competitions Committee shall meet as soon as the written protest is received and its decision shall be final and binding. The RM300/- fee shall be forfeited if the appeal is found frivolous.

INTERPRETATION

In all matter not specifically covered by these Rules, the Organising Committee shall have the absolute right to resolve such matters and its decision shall be final.
